Rand H. Fishbein, Ph.D. is President and co-founder of Fishbein Associates, Inc.

Dr. Fishbein brings to his work extensive experience in national security, foreign affairs, government operations, environmental policy, federal property management and overseas development assistance.

Between 1987-1994, he held the position of Professional Staff Member (Majority) of the Senate Appropriations Committee where he served on both its Defense Appropriations and Foreign Operations subcommittees. He also served as Special Assistant for National Security Affairs to Senator Daniel K. Inouye (D-HI).

Dr. Fishbein is known nationally for his experience in the conception, crafting and implementation of legislative initiatives. His bipartisan counsel is frequently sought by government officials, large corporations and not-for-profit institutions, eager to advance their issue through the political process.

Dr. Fishbein is widely respected for his work in improving national defense readiness through the development of innovative programs in federal facility reuse, counter-terrorism, environmental protection and non-proliferation. He conceived of, and authored, nearly two dozen ongoing federal programs and initiatives while serving on congressional staff.

Dr. Fishbein lectures extensively on defense industrial and foreign policy themes and has been interviewed widely on radio and television. Educated at Lafayette College, Edinburgh University, and The Johns Hopkins School of Advanced International Studies (SAIS), he was a fellow at the North Atlantic Assembly, the inter-parliamentary forum for NATO, and held two Fulbright-Hays fellowships to Oxford University (St. Antony's College) and the University of London (School of Oriental and African Studies).
