  • USSOCOM SEAL Insertion Boat: Initiated and authored bill and report language in the FY 1992 Department of Defense Appropriation Act earmarking $20 million in research and development funds for the acquisition of a MARK-V fast patrol/SEAL insertion boat. Authored Committee and conference report language in FY 1991, FY 1992 and FY 1993 directing USSOCOM to purchase or lease for testing and prototyping candidate MARK-V boats for expedited acquisition.

  • Extended Availability of Funds: Initiated and authored bill language in the FY 1992 Dire Emergency (Hurricane Andrew) Supplemental Appropriation Act extending the obligational life of procurement funding to enhance readiness and permit the more efficient execution of equipment installation and modification programs.

  • Technology Development Research: Authored Senate report language accompanying the FY 1992 DoD Appropriation Act expressing the committee view that USSOCOM have the opportunity to compete for research and development projects outside of its Major Force Program (MFP) 11 allocation. This would enable USSOCOM to enter into cost-sharing relationships with other the Services and expand its R&D management experience.

  • SOC Personnel Enhancements: Co-authored FY 1992 DoD Appropriation conference report language directing the Department of Defense to transfer all funding associated with theater Special Operations Commands (SOCs) to MFP-11. The Department also is directed to increase the manning of each theater SOC to not less than 50 percent of its minimum essential peacetime manning by the end of FY 1992. A report is requested of the ASD/SOLIC identifying all unfulfilled resource requirements and planned remedies.
