Development Research: Authored Senate report language accompanying
the FY 1992 DoD Appropriation Act expressing the committee view
that USSOCOM have the opportunity to compete for research and
development projects outside of its Major Force Program (MFP)

relationships with other the Services and expand its R&D management
experience.
- SOC Personnel
Enhancements: Co-authored FY 1992 DoD Appropriation conference
report language directing the Department of Defense to transfer
all funding associated with theater Special Operations Commands
(SOCs) to MFP-11. The Department also is directed to increase
the manning of each theater SOC to not less than 50 percent of
its minimum essential peacetime manning by the end of FY 1992.
A report is requested of the ASD/SOLIC identifying all unfulfilled
resource requirements and planned remedies.
