COUNTER-NARCOTICS Sea-based Aerostats (SBA): Conceived of and authored Senate Committee and conference report language accompanying the FY 1993 Department of Defense Appropriation Act directing the Army to reconstitute the original SBA counter-drug surveillance and interdiction mission in support of the U.S. Coast Guard and successfully recommended budgeting $25.4 million for that purpose.
