- Iraq
Sanctions Act of 1990: Conceived of and authored the "Iraq
Sanctions Act of 1990" (S.2779), nearly 5 months before Iraq's
invasion of Kuwait. The Act called for an immediate end to all
commercial and financial transactions between the U.S. and Iraq,
including oil purchases, because of Iraq's nuclear, biological,
chemical and missile build-up, its support of terrorism as well

co-sponsors.

military potential, NBC capabilities, and U.S. ability to confront
Iraqi threats in the event of war, March 6, 1990 (six months before

from receiving U.S. Export-Import Bank financing. The Administration
was then providing Iraq with insurance coverage in the amount
of $200 million. Conceived of and authored extensive Senate report

Act documenting committee interest in EXIM assistance to Iraq.
