  • GAO Investigation: Conceived of and successfully recommended a GAO investigation (GAO Rept. NSIAD-91-284, Sept., 1991) intothe possible use by Iraq of U.S. Ex-Im Bank credits to purchase pesticides that may have contributed to its chemical weapons build-up.

  • Amendment to H.R. 4404: Conceived of and authored an amendment to the FY 1990 Supplemental Appropriation Act (H.R. 4404) imposing comprehensive sanctions against Iraq. The amendment was introduced in the Senate on April 26, 1990, four months before Iraq's invasion of Kuwait.

  • Iraq Sanctions Act of 1990: Conceived of and authored the "Iraq Sanctions Act of 1990" (S.2779), nearly 5 months before Iraq's invasion of Kuwait. The Act called for an immediate end to all commercial and financial transactions between the U.S. and Iraq, including oil purchases, because of Iraq's nuclear, biological, chemical and missile build-up, its support of terrorism as well as its gross human rights violations. This comprehensive sanctions package against Iraq was the first of its kind in Congress. Introduced by Senators Inouye and Kasten on June 22, 1990 with nine additional co-sponsors.

  • Aerospace Trade Mission: Uncovered and successfully recommended in March, 1990, the initiation of an effort to halt a Commerce Department aerospace trade mission to Iraq, Saudi Arabia and Egypt. The mission of top U.S. defense contractors -- originally scheduled for May, 1990, three months before the war -- was intended to promote the sale of the most advanced U.S. missile and weapons technology to Iraq. It was canceled as a result of this effort. v Amendment To Foreign Operations Act: Co-authored and successfully recommended an amendment to the FY 1991 Foreign Operations Act to include a comprehensive Iraq sanctions package. Conceived of bill language calling upon the Administration to report to Congress on the full range of its dealings with Iraq as well as the network of countries and international weapons suppliers that provided Saddam Hussein with his arsenal.

  • Prepared Wide-Ranging Hearing Questions: Conceived of and authored questions in support of the "Iraq Sanctions Act of 1990," for General H. Norman Schwarzkopf, Commander-in-Chief, USCENTCOM, before the Senate Defense Appropriation subcommittee, on Iraq's military potential, NBC capabilities, and U.S. ability to confront Iraqi threats in the event of war, March 6, 1990 (six months before Iraq invaded Kuwait).

  • Captured Documents: Authored provision to accompany the FY 1993 DoD Appropriation Act pertaining to the review of captured Iraqi documents concerning Saddam Hussein's campaign of genocide against the Kurds.
  • Export-Import Bank Prohibition: Conceived of and successfully recommended in December, 1989, (nine months before Iraq's invasion of Kuwait) the amendment of section 512 of the FY 1990 Foreign Operations Appropriation Act which added Iraq to the list of countries prohibited from receiving U.S. Export-Import Bank financing. The Administration was then providing Iraq with insurance coverage in the amount of $200 million. Conceived of and authored extensive Senate report language to accompany the FY 1991 Foreign Operations Appropriation Act documenting committee interest in EXIM assistance to Iraq.
