INTERNATIONAL SECURITY COOPERATION

  • U.S. Fuel Prepositioning: Conceived of and authored FY 1991 Department of Defense Appropriation conference report language directing the Department of Defense to establish a prepositioned stockpile of 4.5 million barrels of refined petroleum in the Eastern Mediterranean as a U.S. wartime reserve and for joint training purposes.

  • U.S. Navy / Haifa Port Upgrade: Conceived of and authored bill and report language providing $2 million in the FY 1992 Department of Defense Appropriation Act for an engineering and technical study on the cost and configuration needed to make the Haifa Port capable of servicing an aircraft carrier battle group. Successfully recommended an earmark of $15 million in the FY 1991 Department of Defense Appropriation Act for limited upgrades of U.S. support facilities at the port.

  • Military Helicopter Training and Maintenance Facility Study: Conceived of and authored committee and FY 1992 DoD Appropriation conference report language directing the Army to conduct a study of helicopter and heavy mechanized training opportunities in the Middle East. As a result, the FY 1995 DoD Appropriation conference report earmarked $9 million for this activity.

  • Middle East Trauma Care / Emergency Medicine: Conceived of and authored Senate committee language accompanying the FY 1992 DoD Appropriation Act as well as committee and conference report language accompanying the FY 1993 DoD Appropriation Act directing the Department to study and initiate a cooperative military program in trauma care and emergency medicine with Israel to support U.S. peace and wartime requirements in the Middle East.

  • Overseas Workload Program: Conceived of and authored permanent law in the FY 1992 Department of Defense Appropriation Act, section 8118, permitting foreign companies to bid on contracts for the maintenance and repair of U.S. aircraft based overseas on an unrestricted, non-discriminatory basis.
