INDUSTRIAL RELATIONS Industrial Relations: Conceived of and authored language in the conference report on the FY 1993 DoD Appropriation Act directing the establishment of a regional task force to address industrial relations issues at the Radford Army Ammunition Plant (RAAP). This action is credited with significantly improving the Radford work environment, reversing its long history of poor labor-management relations, and making this plant a model site within the ARMS Initiative.
