HUMANITARIAN AND DISASTER ASSISTANCE
  • Kurdish Humanitarian Relief: Conceived of and authored report language providing Kurdish humanitarian relief and detailed legislative guidance on the content of the relief program. Successfully recommended and oversaw the appropriation of earmarks for Kurdish emergency humanitarian relief totaling $100 million.

  • Automatic Building Machines: Authored conference report language on the FY 1993 DoD Appropriation Act providing $3 million for the purchase of automatic building machines (ABMs) for the Kurdish relief operation, with additional direction that the Secretary of Defense consider their wider use in global humanitarian relief operations, including in the former Soviet Union.

  • Disaster Relief Funding Increase: Conceived of and authored bill language in the FY 1993 Department of Defense Appropriation Act successfully establishing an earmark of $50 million for global disaster relief activities. Successfully recommended an earmark in the FY 1991 Foreign Operations Appropriation Act increasing from $29 million to $40 million the funding for the Office of Foreign Disaster Assistance (OFDA) at USAID. Authored FY 1991 Senate report language calling for more realistic OFDA budgeting. Authored FY 1990 Senate report language recommending the establishment of an OFDA African relief stockpile and encouraging greater local procurement using disaster assistance funds to improve the efficiency and delivery of relief.

  • International Response to Disasters: Conceived of and authored Senate report language accompanying the FY 1993 Foreign Operations Appropriation Act highlighting the inadequate response of the U.N. to recent disasters and the important leadership role played by the U.S.

  • Emergency Transportation Authority: Conceived of and authored bill language in the FY 1993 Department of Defense Appropriation Act providing DoD with permanent authority to use military assets to transport humanitarian relief personnel and to evacuate foreign nationals for humanitarian purposes.

  • Humanitarian Relief Operation Notification: Authored bill language in the FY 1992 DoD Appropriation Act reducing the requirement for congressional notification for the transportation of humanitarian relief from 21 to 15 days. FY 1992 conference report language directs the Office of Global Affairs to report on its future funding requirements and need for additional staff.

  • Mine Detection and Disposal: Conceived of and authored Senate Committee report language accompanying the FY 1993 Department of Defense Appropriation Act establishing a program within DoD for the transfer of mine detection and disposal equipment as part of the DoD Humanitarian Assistance Program.

  • WC-130 Weather Reconnaissance Squadron: Prior to Hurricanes Hugo and Andrew, authored Senate and conference report language accompanying the FY 1992 and FY 1993 Department of Defense Appropriation Acts which directed that the Hurricane Hunter mission be fully supported, funded and maintained by the Air Force Reserve.

  • Mt. Pinatubo Claims And Relocation Costs: Authored general provision in the FY 1992 DoD Appropriation Act (section 8105A) providing $100 million for the damage claims and losses incurred by U.S. military and civilian personnel and their dependents due to the Mt. Pinatubo volcano eruption in the Philippines. An additional $25 million is made available for relocation costs due to the closure of Clark AFB.

  • Emergency Disaster Relief: Conceived of and authored general provision in the FY 1992 DoD Appropriation Act (section 8105A) providing $25 million to meet recent unanticipated costs of disaster relief activities overseas. These include U.S. assistance to Bangladesh and the Philippines.

  • Philippines Earthquake: Conceived of and authored Senate report language accompanying the FY 1991 Senate Foreign Operations Appropriation Act expressing Committee opposition to a request from the Philippine military that it be reimbursed by the U.S. Government for assistance which it provided to victims of the recent earthquake.
