  • Tunisia: Conceived of and authored Senate report language accompanying the FY 1990 and FY 1991 Senate Foreign Operations Appropriation Committee Acts successfully recommending the condemnation of the human rights abuse of the Jewish minority population of Djerba and allegedly supported by the Tunisian Government. The human rights situation of the Tunisian Jewish community improved dramatically after the visibility given the issue by the committee report language. Language also covered issues of economic reform and the recent elections.

  • Philippines FY 1989, FY 1990, FY 1991, FY 1993: Conceived of and authored Senate report language accompanying the FY 1989 and FY 1990 Foreign Operations Appropriation Acts instructing the Department of State to conduct an investigation into human rights and vigilante violence in the Philippines. Conceived of and authored extensive Senate report language accompanying the FY 1991 Senate Foreign Operations Appropriation Act highlighting the social and environmental damage resulting from the MAI funding of the South Cotabato project on Mindanao and human rights abuses throughout the country. Also authored extensive committee and conference report language addressing the issues of population, PVO's and poverty alleviation, street children, minority rights, environmental protection, land reform, environment, reforestation, USAID mission staffing levels, security assistance programs, development assistance pipeline and multilateral project aid. Worked closely with the Department of State, USAID, NGOs and the Government of the Philippines on Philippine policy reform.

  • Administration of Justice (AoJ) Program for the Philippines: Conceived of and authored Senate report language accompanying the FY 1990 and FY 1991 Foreign Operations Appropriation Acts, successfully recommending the establishment of an Administration of Justice program for the Philippines.

  • Morocco: Conceived of and authored Senate report language accompanying the FY 1990 Senate Foreign Operations Appropriation Act which expressed Committee concern for the deteriorating human rights conditions in Morocco and indicated support for the work of a national human rights organization. Language earmarking funds for ESF and the military assistance program also addressed the 15-year war with the Polisario Front, debt relief, trade relations and the locust campaign. Co-authored Senate report language accompanying the FY 1990 Senate Foreign Operations Appropriation Act on the human rights situation in Morocco and Western Saharan conflict.

  • Syria: Authored Senate report language accompanying the FY 1993 Foreign Operations Appropriation Committee Act highlighting that since April, 1992, only 800 of 2,000 Jews who had applied to leave Syria had been granted travel permission.
