  • Depleted Uranium (DU) Battlefield Health Hazard: Conceived of and authored language in the Senate report accompanying the FY 1993 Department of Defense Appropriation Act providing $1.5 million to the Army Environmental Policy Institute (AEPI) to conduct a study on the health and environmental consequences of depleted uranium on the battlefield, remediation technologies which might be developed, and ways in which the toxicity of depleted uranium might be reduced. This study anticipated that DU might be linked to what has become known as Gulf War Syndrome.

  • Non-resident Medical Cost Compensation: Conceived of and authored Senate report language accompanying the FY 1989 Labor, HHS Appropriation Act and the FY 1989 Foreign Operations Appropriation Act directing the Secretaries of Health and Human Services and State to establish a national policy to provide for the reimbursement of U.S. medical institutions and physicians which, for reasons of foreign policy, have provided medical care on a humanitarian basis for seriously ill, nonresident refugees.

  • Morocco Eye Project: Conceived of and authored Senate report language to accompany the FY 1993 Foreign Operations Appropriation Act urging USAID to make additional funds available for the Morocco Eye Project and to work with Helen Keller International to extend the blindness program to other parts of Morocco. Language also urges USAID to secure equipment for the diagnosis and treatment of ocular disorders from the excess property stocks of the GSA and the DoD.

  • Operation Smile: Authored Senate report language to accompany the FY 1992 DoD Appropriation Act urging the DoD Office of Humanitarian Assistance to provide excess property and transportation in support of Operation Smile International, a volunteer medical corps which provides training in reconstructive surgery and health care in developing countries. Authored language in the Senate report accompanying the FY 1991 Foreign Operations Appropriation Act recommending that USAID provide $400,000 for the program.

  • Project ORBIS: Authored Senate report language from FY 1990 through FY 1992 to accompany the annual Foreign Operations Appropriation Acts encouraging USAID to fund Project ORBIS's global efforts at medical and surgical ophthalmic training.

  • Handicapped: Conceived of and authored Senate Committee report language accompanying the FY 1989 Foreign Operations Appropriation Act requiring the USAID American Schools and Hospitals Abroad (ASHA) program to become more inclusive in its selection of grant recipients and to view the handicapped as covered within the ASHA grant guidelines.

  • UNICEF/CHILDHOPE: Authored Senate report language to accompany the FY 1990 Foreign Operations Appropriation Act explaining the Committee's strong support for UNICEF, its criticism of the Administration for repeatedly failing to request an adequate funding level for UNICEF, and its recommendation of a subearmark of $3 million for CHILDHOPE, an organization dedicated to the welfare of street children around the world.
