Authored Senate report language accompanying the FY 1990 Foreign

accompanying the FY 1990 and FY 1991 Foreign Operations Appropriation

Authored language in the conference report on the FY 1989 Foreign

at the failure of the Government of Haiti to restore democracy
as provided for under the March 29, 1987 constitution. A prohibition
on receiving OPIC and Peace Corps assistance was added to the
existing aid suspension in FY 1989.
