FOREIGN POLICY
  • Panama Claims: Conceived of and authored Senate Committee report and conference language accompanying the FY 1992 and FY 1993 Department of Defense Appropriation Acts directing the President to establish an inter-agency working group to review the issue of wrongful death and injury claims arising out of Operation Just Cause and to determine whether or not there are legitimate grounds for compensation.

  • Lebanon: Authored Senate report language accompanying the FY 1990 Foreign Operations Appropriation Act expressing concern over the mounting conflict in Lebanon, the Syrian strangle-hold over Beirut, the deployment of Iraqi missiles inside the Christian enclave, and the interference with NGO relief programs caused by the war.

  • China: Conceived of and authored Senate report and conference language accompanying the FY 1990 and FY 1991 Foreign Operations Appropriation Acts supporting continued USAID funding of the Nanjing Center for Chinese and American Studies, the Fudan University Center for American Studies, and the Sino-American Medical Center in Shanghai. Became aware of the contribution each of these institutions makes to the cause of human rights and education in China following a visit to that country during the 1989 student uprisings.

  • Cold War Legacy: Conceived of and authored Senate Committee language accompanying the FY 1993 Department of Defense Appropriation Act establishing the East-West Cold War Working Group to initiate and coordinate an international program to protect and preserve the cultural resources connected with the Cold War. This activity is to include the documentation of minority repression by former communist regimes.

  • Morocco: Authored Senate report language to accompany the FY 1991 Foreign Operations Appropriation Act recalling Morocco's support for the Gulf War coalition, noting the ESF and FMF earmarks recommended for the coming year, and pressing for improvements in the country's human rights record.

  • Haiti: Authored language in the conference report on the FY 1989 Foreign Operations Appropriation Act that expresses congressional displeasure at the failure of the Government of Haiti to restore democracy as provided for under the March 29, 1987 constitution. A prohibition on receiving OPIC and Peace Corps assistance was added to the existing aid suspension in FY 1989.
