ENVIRONMENT (INTERNATIONAL)

  • Elephant Conservation: Co-authored bill and Senate report language earmarking funds for African elephant conservation, $2 million in the FY 1990, $5 million in the FY 1991, and $7 million in the FY 1993 Foreign Operations Appropriation Acts.

  • Middle East Environmental Defense Network (Project EDEN): Conceived of and authored legislation to establish a comprehensive regional framework for environmental management, protection and research in the Middle East, introduced by Senator Inouye in the Senate, July 26, 1991. EDEN received a $2 million earmark in the Senate FY 1993 Foreign Operations Appropriation bill. Senate report language in FY 1993 urges USAID to support the creation of a permanent conference on environmental security and cooperation, promote regional conferences on common environmental problems, encourage information exchange programs, and back efforts to establish a regional fund for the protection and restoration of the environment. USAID also is urged to establish a domestic interagency council to manage Project EDEN.

  • Project NOAH: Conceived of and authored language accompanying the FY 1990 Senate Foreign Operations Appropriation Act to make the ex-situ preservation of genetic material belonging to endangered species an integral element of USAID's biodiversity program. Successfully recommended funding of not less than $200,000 in FY 1990, $750,000 in FY 1991, and up to $2 million in FY 1993. Conceived of and authored extensive language in the FY 1991 Senate committee report directing USAID to undertake specific steps to institutionalize the program.

  • Collateral War Damage: Conceived of and authored Senate language accompanying the FY 1992 DoD Appropriation Act directing the Department of Defense, in conjunction with the Department of State, to convene a panel to consider ways in which collateral damage to natural and cultural resources resulting from military operations can be minimized in future conflicts.

  • Multilateral Development Banks (MDBs): Co-authored extensive Senate report language accompanying the FY 1990 Senate Foreign Operations Appropriation Act directing the Administration, through the Department of the Treasury, to press for specific MDB policy reforms that promote sustainable development and environmental stewardship. Calls upon each MDB to implement a comprehensive system for reviewing the environmental impact of each potential loan. Specific language included on debt-for-nature, energy tropical forestry and IMF policy.

  • Convention on the International Trade in Endangered Species (CITES): Authored and successfully recommended bill and report language providing $650,000 for CITES in the FY 1989 and FY 1990 Foreign Operations Appropriation Acts, permitting full payment of U.S. arrearages to the CITES organization.

  • Toxic Waste Disposal: Conceived of and authored Senate report language accompanying the FY 1990 Senate Foreign Operations Appropriation Act urging the State Department and the EPA to investigate allegations that American companies are disposing of toxic and hazardous waste in the developing world. They were asked to report to the Committee on methods for identifying toxic chemical, radioactive, industrial, infectious and other wastes to prevent their improper disposal.

  • Philippine Multilateral Assistance Initiative (MAI), Environment: Initiated and developed the environmental component to the Philippine MAI, authored language in successive Senate committee and conference reports accompanying the FY 1989-91 Senate Foreign Operations Appropriation Acts. This and other activities led to the conception and development of an environmental agenda for the state visit of President Corazon Aquino in November, 1989, as well as a proposed bilateral environmental partnership agreement. In FY 1993 recommended that not less than $25 million of the $40 million appropriated for the MAI be channeled through NGOs and encouraged USAID to assist the Philippines in developing effective coastal zone marine management.
