ENVIRONMENTAL REMEDIATION (DOMESTIC)
  • Expedited Base Clean-up: Conceived of and authored an initiative in the FY 1993 DoD Appropriation Act earmarking $200 million of the funds made available for Environmental Restoration, Defense, only for a program of expedited clean-up of DoD hazardous waste sites. Conceived of and authored Senate report language accompanying the FY 1992 Department of Defense Appropriation Act directing DoD to identify hazardous sites to serve as pilot turn-key projects with remediation to occur on an expedited basis. This language encourages greater DoD use of fixed-price contracting for clean-up.

  • Wisconsin Environmental Remediation: Authored language in the Senate committee report accompanying the FY 1992 DoD Appropriation Act directing the Department to take immediate steps to clean-up hazardous waste contamination at the former ammunition production facility in Eau Claire, WI. Successfully recommended a $7 million earmark in the conference report for this activity.

  • Ozone Depleting Chemicals (ODC): Authored Senate report language accompanying the FY 1993 DoD Appropriation Act encouraging the Secretary of Defense to implement the recommendations in a 1991 GAO report which called for: (1) the development of an aggressive program to identify sources of ODC's in the Department, (2) the recovery and reclamation of existing refrigerants to industry purity standards and (3) the storage and redistribution of reclaimed CFC's for reuse.

  • Army Plant Remediation: Authored language in the Senate committee report accompanying the FY 1992 DoD Appropriation Act directing the Department to clean up hazardous waste contamination at the Badger Army Ammunition Plant (BAAP). Successfully recommended an earmark in the conference report for a study of the causes of toxic contamination at Badger.
