• Air Force Fuel Conversion: Conceived of and authored FY 1992 Senate Committee and conference report language and FY 1993 Senate Committee and conference report language accompanying the annual Department of Defense Appropriation Acts directing the Air Force to move expeditiously to convert its remaining aircraft using the JP-4 fuel to the safer, NATO-common, JP-8 fuel.
  
  
• Reliability Centered Maintenance (RCM): Authored Senate Committee report language accompanying the FY 1991 and FY 1992 Department of Defense Appropriation Acts directing the Air Force to follow Navy practice and implement an RCM program for all of its aircraft as a way to improve readiness and reduce repair costs.
