- Desert
Locust And Grasshopper Eradication:
Conceived of and authored extensive language in the reports accompanying
the FY 1989, FY 1990 and FY 1991 Senate Foreign Operations Appropriation
Acts directing USAID to mount a comprehensive review of its pest
control policies and to undertake specific reforms. Initiated
a two year study and report by the Office of Technology Assessment
entitled: "A Plague of Locusts," on the medium and long-term consequences
of insect infestation in Africa on development. Authored language
in the FY 1990 and FY 1991 committee reports directing that USAID
take a number of steps to build an institutional capacity for
Integrated Pest Management (IPM), including the creation of a
pest management task force. These initiatives led to the establishment
of a USAID IPM program.
- USAID-Exchange
Rates:
Authored Senate report language accompanying the FY 1990 Foreign
Operations Appropriation Act expressing concern that U.S. educational
and humanitarian programs in China are forced to exchange currency
at an official rate 30 percent higher than the local rate. The
Committee urges the Administration to take up this issue with
the Chinese Government, which should have an interest in restoring
the value of U.S. development assistance to these financially
hard-pressed programs.

Individual Project Assistance:
Authored Senate report language to accompany the FY 1991 Foreign
Operations Appropriation Act promoting the work of the following
organizations: The Johns Hopkins University Bologna Center, The
Children's Medical Center of Israel, Jerusalem Elwyn (assisting
the disabled), and Givat Haviva Institute (promoting better understanding
between Jews and Arabs in Israel).
- OICD-USAID
Cooperation:
Authored Senate report language accompanying the FY 1990 Foreign
Operations Appropriation Act urging USAID to maintain its funding
and cooperative relationship in training and technical assistance
with the Office of International Cooperation and Development at
the U.S. Department of Agriculture.
- FY 1993
Individual Project Assistance:
Authored Senate report language to accompany the FY 1991 Foreign
Operations Appropriation Act promoting the work of the following
organizations: Beirut University College, Life International (a
private medical hospital ship), The Johns Hopkins University Bologna
and Nanjing Centers, Project ORBIS, U.S. Telecommunications Training
Institute (USTTI), Board On Science and Technology for International
Development (BOSTID), Jerusalem Elwyn, Helping Hand (in the delivery
of humanitarian assistance in the former Soviet Union), Binational
Agricultural Research and Development (BARD) Foundation, USAID
Cooperative Applied Science and Technology Program (CAST).
- Global
Water Initiatives:
Authored Senate report language to accompany the FY 1993 Foreign
Operations Appropriation Act recommending that USAID and the Department
of State review a series of innovate proposal s to divert water
from Turkey to the Middle East as a means for advancing the peace
and promoting economic prosperity in the region.
