  • Prohibition On Third Party Transfer Of Captured Iraq War Weaponry And Ordnance: Conceived of and authored bill language in the FY 1991 Desert Shield / Desert Storm Supplemental Appropriation Act (conf. rept. 102-30) prohibiting the Administration from transferring captured Iraqi weaponry and ordnance to any third party and requiring congressional notification of the amount and nature of the captured matériel (sec. 107(e)). Conceived of and authored bill language which required the President to report on the quantity, condition, value, disposition, and manner of seizure of all enemy equipment falling under the control or the possession of the U.S. and allied forces during the war (sec. 107(g)).

  • Jordan: Authored Senate report language to accompany the FY 1991 Foreign Operations Appropriation Act highlighting Jordan's support for Iraq during the Gulf War and its harboring of Palestinian terrorist leaders, and explaining that for these and other reasons no earmarked foreign assistance funds would be recommended for the coming year.
