DEFENSE CONVERSION Armament Retooling and Manufacturing Support (ARMS) Initiative: Conceived of and authored a provision in the FY 1993 DoD Appropriation Act establishing the Armament Retooling and Manufacturing Support (ARMS) Initiative. Successfully recommended an earmark of $200 million for the ARMS Initiative, which is a program of incentives and loan guarantees to business designed to encourage maximum commercial defense and non-defense use of the U.S. Government-Owned, Contractor-Operated (GOCO) ammunition manufacturing infrastructure. Recommended that a Public-Private Task Force (PPTF) be established under ARMS. Successfully obtained ARMS authorization pursuant to the FY 1993 National Defense Authorization Act.
