COUNTER-TERRORISM
  • Department of State Travel Advisories: Conceived of and authored Committee report language accompanying the FY 1990 Senate Commerce, Justice and State, and Judiciary Appropriation Act and the FY 1990 Foreign Operations Appropriation Act, directing the Department of State to devise a policy which sets forth the Government's obligations toward citizens who choose to voluntarily ignore its travel advisories. The language also directs the Department to create a more effective and timely means for disseminating travel advisories.

  • Denial of Generalized Systems of Preferences (GSP) to Sponsors of State Terrorism: Conceived of and authored section 612 of the FY 1990 Senate Commerce, Justice and State, and Judiciary Appropriation bill which effectively barred Syria from receiving GSP benefits while on the Secretary of State's list of state sponsors of terrorism.

  • Technical Support Working Group (TSWG): Conceived of and authored language in the FY 1992 Department of Defense Appropriation conference report directing the Department of State and USSOCOM to develop a program for international cooperation in the area of counter-terrorist technology development. Authored and successfully recommended bill language for the FY 1993 Act providing an earmark of not less than $3 million for that purpose. This program is now a permanent part of the TSWG effort and is funded annually in the President's budget.
