Stinger Missile Proliferation: Contributed to the development of Senate report language and provisions of the FY 1990 Foreign Operations Appropriation Act allowing Bahrain to retain Stinger missiles made available in FY 1989 based on a Presidential determination and notification to Congress. Another amendment prohibited the sale of Stingers to countries bordering the Persian Gulf except as otherwise provided.
